Method

The emissions for the aforementioned areas are calculated as the product of fuel consumption and the relevant country-specific emission factors, keeping with a Tier 1 approach.

Activity data

Consumption data are taken from Energy Balance (EB) lines 79 and 67 (through 1994 and as of 1995), following deduction of energy inputs for military and agricultural transports. At present, due to a lack of detailed data, only the abovedescribed Tier 1 approach can be used, however.

Particulate matter (PM2.5, PM10, and TSP)

As emissions of particulate matter are related directly with the consumption of diesel oil, the over-all trend of these emissions follows the slightly decreasing one of diesel oil consumed in off-road construction vehicles. As for all reported exhaust PM emissions from mobile diesel vehicles the party assumes that nearly all particles emitted are within the PM2.5 range, resulting in similar emission values for PM2.5, PM10 , and TSP.

In addition, the decrease was and still is amplified by the expanding use of particle filters especially to eliminate soot emissions.

Recalculations

AD: Corrections in AD occured only for 2009 and due to a revision of the Energy Balance.

EF: In addition to the changes in 2009 activity data, several EF time series were adapted to revised TREMOD data leading to recalculations in emission estimates for all years from 1990.

The following tables show the revised emission factor time series of several pollutants. Within this revision, the differentiation of EFs used for the Old and New German Länder was abolished implementing over-all emission factors for entire Germany. Therefore, there are no figures for absolute and relative changes in EF values used for 1990 to 1994 given in the tables.

Uncertainty estimates for activity data of mobile sources derive from research project FKZ 360 16 023: "Ermittlung der Unsicherheiten der mit den Modellen TREMOD und TREMOD-MM berechneten Luftschadstoffemissionen des landgebundenen Verkehrs in Deutschland". For detailled information, please refer to the project's final report here (German version only!).

Uncertainty estimates for emission factors were compiled during the PAREST research project. Here, the final report has not yet been published.
